Instructions

After you read the notes on this webpage, click on the LINK TO STUDY PACKET below. Another webpage will open and show you the list of study guides that make up a complete study packet for those three pest control subcategories. They are about handling restricted use pesticides properly. You may use them as study material for the Hawaiʻi Department of Agriculture’s examinations for those three subcategories. You must pass the appropriate exam or exams to qualify to be certified to buy or use restricted use pesticides covered by one or more of those subcategories.

 


Private 1, Private 2, and Private 3 subcategories

In general, private applicators use or supervise the use of any pesticide which is classified for restricted use for the purpose of producing any agricultural commodity on either (1) property owned or rented by the applicator or the applicator's employer; or, (2) the property of another person if applied without compensation other than the trading of personal services (for example, between two farmers).

 

The private 1 general agricultural pest control subcategory is for private applicators who use or supervise the use of restricted use pesticides in the production of agricultural commodities.

 

The private 2 agricultural fumigation subcategory is for private 1 applicators who use or supervise the use of restricted use pesticides for soil fumigation in the production of an agricultural commodity or for fumigation of agricultural commodities. To be certified in this subcategory, you must also be certified in the private 1 subcategory. (This is called "concurrent certification".)

 

The private 3 agricultural chemigation subcategory is for private 1 applicators using or supervising the use of restricted use pesticides applied through irrigation systems. To be certified in this subcategory, you must also be certified in the private 1 subcategory. (This is called "concurrent certification".)


If none of those subcategory descriptions describes the work you do with pesticides, you may need to be certified in a different subcategory or an additional category. Why become certified?

Being certified for the private 1 pest control subcategory has two benefits. (1) It allows you to buy, use, or supervise the use of restricted use pesticides covered by that subcategory. (2) It allows you to qualify to conduct pesticide safety training for an agricultural “worker” or pesticide “handler” at an agricultural site where a pesticide is used for producing agricultural plants. This safety training is required by a federal regulation called the Worker Protection Standard or WPS.

 


 

 

Certification Procedure

To become certified for the private 1 pest control subcategory, you must pass the Hawaiʻi Department of Agriculture's certification examination for that subcategory, complete and submit an application form, and pay the fees. You must be at least 18 years old when you take the exam. The Hawaiʻi Department of Agriculture staff will score your exam and if you pass, qualify you to get a plastic-coated card as proof of your certification. The card will show your name, picture, signature, certification number, the applicator subcategory, and an expiration date. You can show your card when you buy restricted use pesticides in Hawaiʻi. (It expires after five years.)

If you also want to become certified for the private 2 pest control subcategory or the private 3 pest control subcategory, or both, you must be already be certified in the private 1 subcategory, or you must become certified in the private 1 subcategory at the same time. (This is called "concurrent certification".)

 


 

Examination for certification

Make an appointment to take an examination either by calling an environmental health specialist at one of the Hawaii Department of Agriculture offices listed above or by using the Department’s webpage “Pesticide Education Portal” at:

The examination tests your ability to interpret pesticide labels and apply label information to pest management problems. It covers proper handling, storage, and disposal, first aid, calibration, laws and regulations, emergency response, pesticides in the environment, identification and life cycles of pests, and pesticide application equipment and techniques.

Fees for an examination and a certification card will be collected by the person who conducts the exam or issues the card. For more information about fees, consult an environmental health specialist at one of the Hawaii Department of Agriculture offices listed above.
