Earning Recertification Credits

Hawaii-certified “commercial” or “private” pesticide applicators may earn recertification credits by scoring at least 70% on the open-book quiz about certain articles in this newsletter issue. The articles have titles followed by “(recertification article).” Some of the articles are actually stories on other websites, so click the link below the article’s title to view the story.

Recertification credits--also called "continuing education training" or "CET" units--may not necessarily apply to the following certification categories: Private 2, Private 3, Commercial 7f, and Commercial 11.

The quizzes are administered by the Hawaii Department of Agriculture’s staff. There is a link to the Department’s “List of Available Quizzes” at the bottom of the Department’s webpage:

EPA Seeks Public Comment on Pesticide Applications for Hemp

On August 21, 2019, the U.S. Environmental Protection Agency announced the receipt of 10 pesticide applications to expand their use on hemp. The 10 requests are the result of the December 2018 Farm Bill provisions that removed hemp from the Controlled Substances Act, legalizing hemp for commercial use and production. The complete news release is at https://www.epa.gov/newsreleases/epa-seeks-public-comment-pesticide-applications-hemp.

The 10 pesticide products contain nine active ingredients: azadirachtin, neem oil, extract of the plant Reynoutria sachalinensis, Bacillus amyloliquefaciens strain F727, Bacillus amyloliquefaciens strain D747, soybean oil, garlic oil, Capsicum oleoresin extract, or potassium salts of fatty acids, according to a notice in the 8/23/19 isssue of the Federal Register.

EPA Takes Action to Provide Accurate Risk Information to Consumers, Stop False Labeling on Products

From the U.S. Environmental Protection Agency's press release dated August 8, 2019 -- "EPA is issuing guidance to registrants of glyphosate to ensure clarity on labeling of the chemical on their products. EPA will no longer approve product labels claiming glyphosate is known to cause cancer – a false claim that does not meet the labeling requirements of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The State of California’s much criticized Proposition 65 has led to misleading labeling requirements for products, like glyphosate, because it misinforms the public about the risks they are facing. This action will ensure consumers have correct information, and is based on EPA’s comprehensive evaluation of glyphosate."

New Disease of Podocarpus Trees in Hawaii’s Landscapes

The Hawaii Department of Agriculture posted information about a fungal disease of Podocarpus gracillior, an ornamental plant grown as a shrub or tree.

The June 2019 advisory titled “Pestalotiopsis podocarpi: Podocarpus Foliage Blight and Tip Dieback” describes the cause, signs and symptoms (with color photos), and management of the plant disease in HawaiI. The signs and symptoms may be mistaken for dieback of branches caused, not by the fungus, but by a tiny beetle called the "black twig borer" or "BTB".

Some pesticides degrade very rapidly—in a matter of days or even hours. Others linger in the environment for a year or more. Pesticides are degraded by these three processes:

Paraquat is one of the most widely u...er pesticide handling activities.
